China has outlined a plan to expand consumption through 2030, combining retail development with stronger demand for services.

The document sets a retail sales target of 60 trillion yuan and highlights services including elder care, childcare, culture, tourism, health and sport. Digital, green and experience-based consumption also feature in the programme.

Measures concerning employment, incomes and social security accompany the supply-side proposals. The plan also addresses inbound consumption through international flights, payment services and tax refunds.
