China has issued guidelines to advance energy conservation and carbon reduction, linking industrial upgrades with changes in infrastructure and energy use.

The measures cover industry, buildings, transport and digital infrastructure. They call for greater use of non-fossil energy, stronger electricity grids and energy storage, alongside more efficient production and operations.

Digital technologies and green industrial development form part of the programme. The document also emphasizes oversight of energy use and emissions. Its priorities describe the direction of future implementation; the release of the guidelines does not itself establish that the intended reductions have already been achieved.
